Slashdot.org had a posting last week that included a link to an article from a German publication which reported that at an ICANN meeting in Lisbon, the US Department of Homeland Security (DHS) requested the master key for the DNS root zone. This is no simple request - having this "ultimate master key" would give the US Government through DHS the ability to track DNS Security Extensions (DNSSec) all the way back to the servers that represent the name system's root zone on the Internet. What this means is that the US Government would be the only institution on the planet with the power to spoof IP addresses and have the ability to break into computers connected to the Internet with very little effort.Others recommended that the key be under ICANN control. However, at the ICANN meeting in Lisbon, it was noted that if the key is handed over to ICANN and the US Government continues to reserve the right to oversee ICANN, that would increase the US incentive to continue its hold on ICANN. This would also increase the political controversy and discussion about the US Government's attempt to control the global Internet.Other countries - and Americans - are rightly concerned by this development. At the ICANN meeting, Bernard Turcotte, the president of the Canadian Internet Registration Authority (CIRA) discussed the concern by managers of countries' registries over this proposal. And a representative of the European Union (EU) stated that the matter was being discussed with EU member states. Why the US media has so far not reported on this issue is puzzling. The only ICANN report to flood the news from that meeting was the .XXX proposal - maybe a "look over here" type distraction? Insiders feel that if the DHS is successful in their quest to obtain or obtain access to this key through ICANN, the will have the potential to further expand their intrusion into the privacy of Americans and that of other countries.
